TEFA with an IEP: 2026-27 amounts for every El Paso-area district

A TEFA student with an IEP gets $10,474 plus what their home district would have received for the IEP's instructional setting, up to $30,000. Here are the totals for 12 districts in the El Paso area. A El Paso ISD student with a mainstream IEP (code 40) gets $16,714.

Sources. Texas Comptroller, Special Education Funding Table 2026-27, which lists the add-on by district and instructional code. The add-on is added to the $10,474 base, and the total is capped at $30,000. Funded counts are from the TEFA Annual Demographic Report (data as of July 29, 2026). Fort Bliss has no district of its own: children living on post are El Paso ISD residents, so use the El Paso ISD row.

Find your code

Look in the IEP's least-restrictive-environment or placement section for the instructional setting code. Speech services alone are coded 00, and a student taught mostly in regular classes with supports is usually coded 40.

Why the districts differ

The state formula pays small and rural districts more per student. That is why Tornillo, Anthony, Fort Hancock and Sierra Blanca come in thousands of dollars above El Paso, Socorro or Ysleta ISD for the same IEP setting.

Only at a participating school

The add-on is paid only when the child attends a participating private school or pre-K/K provider. Homeschool students with an IEP stay at $2,000.
