Fort Bliss families: how Texas's school accounts work for you

Fort Bliss has no school district of its own, many of its families live across the New Mexico line, and its preschoolers qualify for TEFA pre-K at any income. Each of those facts changes the math.

Your home district is El Paso ISD

Fort Bliss sits inside El Paso ISD's boundaries, and the schools on federal property are El Paso ISD campuses: Bliss, Powell, Logan and Milam elementary schools and Chapin High School. For TEFA, an on-post child is an El Paso ISD resident, so a mainstream IEP totals $16,714 at a participating school in 2026-27.

A Texas address is required

Fort Bliss draws families from nine El Paso County districts and from Gadsden ISD in New Mexico. TEFA is open only to children who live in Texas, so a family renting in Chaparral, Santa Teresa or Anthony, New Mexico isn't eligible, even with a duty station in Texas.

Pre-K at any rank or income

A 3- or 4-year-old with a parent on active duty meets the state's free pre-K test, and so does the child of a service member injured or killed on active duty. That child can be funded at $10,474 at an approved provider, including the Northeast's early learning academies near the post.

Timing a PCS move

TEFA accepts family applications in a set window, last year February 4 to March 17. If orders put you in El Paso after the window, you'll likely wait a cycle, so join the state interest list as soon as you know you're coming.

If you might leave mid-year

Accounts are funded 25% in July, 25% in October and 50% in February. Before prepaying a school for the full year, ask how it handles a family that withdraws, since refunds go back to the account rather than to you.

Where to look

Our Northeast & Fort Bliss and Far East pages list the private schools closest to the post, and the pre-K directory lists every approved provider in the county. The Fort Bliss School Liaison Office can help with district questions.

Funded counts come from the TEFA Annual Demographic Report (data as of July 29, 2026); districts with fewer than 30 participants aren't listed in that report. All El Paso-area districts →
