Child Care Services (Workforce Solutions Borderplex)

Texas's child care subsidy pays part of the cost of licensed care for working, job-seeking and student parents. Locally it is run by Workforce Solutions Borderplex, whose area covers El Paso and Hudspeth counties and four Trans-Pecos counties.

Workforce Solutions Borderplex is the Texas Workforce Commission board for Brewster, Culberson, El Paso, Hudspeth, Jeff Davis and Presidio counties. Its nonprofit filings show about $48.5 million in child care payments in the year that ended September 30, 2025.

Child Care Services fills TEFA's biggest blind spot. An education account can't pay for before-school or after-school care, but a child care subsidy can, and a family can use both at a provider that accepts each.

Funding opens in waves, and families can join a waitlist when it is closed. The Family Care Support Team answers eligibility questions at (915) 887-2878, and the starting point online is borderplexjobs.com.

Ask your preschool two questions: does it take Child Care Services, and does it hold a Texas Rising Star rating? A strong rating is also one of the ways a center qualifies for TEFA pre-K.

Combining it with other sources

Few El Paso families rely on a single source. This one normally works alongside the school's own discounts and at least one more item on this list, and the funding check lays out the exact mix for your child.
